Paul Lugard is a partner in the Brussels office of Baker Botts and a member of the firm's antitrust and competition practice. Paul has practiced in the international competition law field for more than 25 years and concentrates on multi-jurisdictional and complex merger control, FDI and FSR proceedings, as well as investigations into alleged anticompetitive business practices.
His experience covers joint ventures, minority investments, and strategic cooperation agreements in the energy and high-tech sectors. This includes work at the intersection of antitrust and intellectual property law, such as standardization and SEP/FRAND licensing arrangements.
Paul has assisted clients in oil and gas, LNG, human and animal health, consumer electronics, fast moving consumer goods, medical imaging, mobile telecommunications and in various online and platform-based industries.
Paul was a senior vice president and the Head of Antitrust at Royal Philips Electronics from 2005 until 2012.
Paul is active in the development of international competition policy. He is a past Chair of the ICC Competition Commission, has served for more than two decades as a European Commission Non-Governmental Advisor (NGA) to the International Competition Network (ICN) and as Vice Chair of the Business and Industry Advisory Committee (BIAC) to the OECD.
Paul graduated in law in 1989 from the University of Groningen, the Netherlands and in 1990 from the College of Europe in Bruges, Belgium.
He speaks Dutch, English, French and German.
