Baker Botts Welcomes Back Energy Regulatory Partner Andrea Stover in Austin

AUSTIN, Texas, July 14, 2026 —  Baker Botts L.L.P., a leading international energy, technology, and life sciences law firm, has bolstered its energy regulatory practice with the return of partner Andrea Stover to its Austin office. Stover returns from Pedernales Electric Cooperative, the largest distribution cooperative in the United States, where she has served as general counsel since 2024.

Stover's return comes as data center development drives new demand for regulatory counsel on power availability, interconnection, and permitting across Texas. Her role as general counsel, overseeing legal, governance, and real estate matters, gave her direct experience with the same pressures now facing Baker Botts clients.

Stover has spent over two decades representing electric utilities, cooperatives, generators, retail electric providers, and large loads in regulatory, transactional, and litigation matters. Her work includes proceedings before the Public Utility Commission of Texas and ERCOT, as well as counseling clients regarding mergers, asset acquisition, interconnection issues, and other transactions. Before her time at Pedernales Electric Cooperative, Stover spent nearly eight years as a partner in Baker Botts' Austin office, where she co-chaired the Firm's Energy Regulatory Practice Group. Chambers USA repeatedly ranked Stover Band 1 in Texas energy regulatory litigation. Among other matters, she is highly regarded for her work on electric transmission line permitting matters.

Stover’s return follows the addition in 2025 of energy regulatory partner Ann Coffin as well as other recent Baker Botts hires across Texas offices, including Regina Pearson, Anna Irion and Cody Carper, who work across midstream, upstream M&A and energy infrastructure matters.
