Andrea has advised and represented a wide range of electric market participants in transactions and regulatory proceedings. She has represented clients in a variety of contested proceedings before the PUCT and SOAH, including base and interim rate proceedings, transmission line certificate of convenience and necessity (CCN) proceedings, merger approvals, disputes with ERCOT, REP certification applications and amendments, enforcement and complaint proceedings, power generation company (PGC) registration, rulemakings, and other contested proceedings. Andrea has also represented clients in appeals of decisions from the PUCT. Andrea has represented and counseled clients in matters associated with the aftermath of Winter Storm Uri, including the ERCOT securitization proceedings, regulatory investigations, rulemakings at the PUCT, compliance issues with newly adopted rules, and other ongoing regulatory and legal counseling related to litigation in state and federal court. Andrea’s transactional and project experience includes regulatory counseling for clients in utility and other mergers, project finance, and facilities extension and interconnection agreements, including large-load interconnection and behind-the-meter power supply arrangements for data centers, industrial facilities, and other large electricity users.
