Overview

Kelsey Paine is a senior associate in the firm's global Antitrust and Competition Law Practice. Prior to joining the firm, Kelsey was an Assistant Attorney General in the Antitrust Division of the Texas Office of Attorney General. Kelsey draws on her enforcement background to represent businesses subject to government investigations or private litigations involving competition issues.

As an Assistant Attorney General, Kelsey worked alongside other state and federal enforcers to investigate and litigate alleged anti-competitive activity, including monopolization and transactions. Kelsey represented Texas in a multidistrict antitrust enforcement action and was the lead attorney for the co-plaintiff states in a joint enforcement action brought with the Antitrust Division of the Department of Justice. She has experience drafting information requests, conducting interviews, responding to discovery requests, and making recommendations in both merger investigations and enforcement actions across diverse industries, with a particular interest in tech and healthcare.

Kelsey serves on the American Bar Association's Antitrust Section State Enforcement Committee and is a member of the Military Spouse JD Network. Kelsey received her J.D. from the University of Miami School of Law, where she was the Senior Notes and Comments Editor for the Business Law Review and an exchange student at the University of Zurich.
