Baker Botts Adds Former DFC Acting General Counsel Peter Saba in Washington

WASHINGTON, D.C., April 8, 2026 – Baker Botts L.L.P., a leading international energy, technology, and life sciences law firm, has added Peter B. Saba as a Senior Counsel in its Washington, D.C. office. Drawing on more than 30 years of experience in government-backed financing programs, development finance, and cross-border project work, Saba’s addition strengthens the Firm’s role in government-backed financing programs, which are a cornerstone of U.S. government policy to advance national security and economic competitiveness.

Saba joins Baker Botts from the U.S. International Development Finance Corporation (DFC), where he served as deputy general counsel and, most recently, as DFC’s acting general counsel and agency presidential transition lead. At DFC, he advised on international finance, investment, and banking issues and oversaw legal support for portfolio management, distressed projects, and political risk insurance. Saba also led DFC’s interagency and board review process during a period when DFC approved a record $12 billion in investment activity across more than 180 transactions in fiscal year 2024. He counseled senior leadership on policy, governance, and regulatory matters tied to the agency's mission and DFC’s reauthorization in 2025.

Saba previously served as chief operating officer and general counsel of the Export-Import Bank of the United States (EXIM), where he supported the bank's congressional reauthorization and structured major project finance transactions. He also held senior roles at the U.S. Department of Energy (DOE), advising nuclear energy and other clients on DOE’s loan guarantee program. In private practice, he worked with developers and lenders on federal and multilateral financings across Asia, Africa, Latin America, and Turkey. Saba served for more than 14 years as general counsel to two publicly listed corporations in the metals recycling, steel manufacturing, and uranium enrichment sectors.

Saba’s arrival expands Baker Botts’ Washington, D.C. bench in federal credit and government-backed finance programs and further strengthens the firm's ability to advise DOE clients on this core feature of domestic and international investment. He joins a team that includes Partner Ted Posner, who arrived in 2025 from the U.S. Department of the Treasury. Saba and Posner led their respective departments’ legal teams in establishing the U.S.-Ukraine Reconstruction Investment Fund. Special Counsel Eric Robinson, who joined the same year from the Department of War’s Office of Strategic Capital (OSC), where he helped launch the Pentagon’s first industry-focused lending program as a managing director and chief operating officer. Together, the group adds experience across key federal agencies, including DFC, EXIM, DOE, Treasury, and OSC, that are deploying hundreds of billions of dollars in credit authority to support critical supply chains, strategic resources, and national security priorities.
