Overview

Matt Trawick joined Baker Botts after spending more than a decade as a civil and criminal enforcement attorney for the Environmental Protection Agency. He worked in EPA’s Region 9 (San Francisco) and Region 6 (Dallas), serving as lead counsel for dozens of compliance and enforcement matters under most of the federal environmental regulatory programs, including the Clean Air Act, the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Emergency Planning and Community Right-to-Know Act, Resource Conservation and Recovery Act (RCRA), Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), and the Clean Water Act.

Matt has extensive experience in compliance and enforcement under the Clean Air Act’s Risk Management Program (RMP) at oil & gas refineries, natural gas plants, chemical manufacturing facilities, ammonia refrigeration systems, and other covered facilities. RMP compliance requirements can be highly technical from both a legal and engineering perspective. Matt’s familiarity with these regulatory complexities and EPA’s enforcement process make him a solution-oriented advocate and advisor who can help clients navigate compliance challenges.

Matt also has experience with CERCLA, having served as EPA counsel for several Superfund sites. He routinely worked with companies, consultants, and state and local regulators on remedial and removal actions. Matt counseled on matters involving cost recovery, RI/FS, EE/CA, ROD selection and amendment, dispute resolution, and natural resource issues like habitat mitigation under the Endangered Species Act.

As a criminal enforcement counsel, Matt led criminal investigations and assisted with the federal prosecution of a wide variety of environmental crimes, including the Clean Air Act’s RMP, New Source Performance Standards, and criminal endangerment provisions, and the Clean Water Act’s wetlands provisions.
