Louise Stephens is a member of the Energy Regulatory section of the firm's Global Projects Practice.

Louise advises clients on a wide range of energy regulatory, administrative law, and transactional matters at the state and federal level.

In Texas, Louise advises and represents clients in proceedings before the state's primary energy regulators. Before the Public Utility Commission of Texas, she has represented participants across the electricity value chain, including generators, storage providers, utilities, retail electric providers, and brokers, in contested cases and various regulatory proceedings. She has represented utilities in matters involving rates, resiliency investments, and infrastructure approvals. Before the Railroad Commission of Texas, she has represented major natural gas utilities in ratemaking, abandonment, and complaint proceedings.

At the federal level, Louise has experience representing electric market participants in enforcement matters and contested proceedings before the Federal Energy Regulatory Commission (FERC). Additionally, she regularly counsels electric utility clients on tariff-related issues and North American Electric Reliability Corporation (NERC) reliability standards.

In addition to her litigation and compliance work, Louise has represented both buyers and sellers in power transactions, involving generators, storage, large loads, and data centers in the ERCOT footprint. Louise's knowledge of the ERCOT market structure and the interconnection process allows her to advise developers as they build, sell, or purchase power projects. She also provides ongoing regulatory advice to market participants inside and outside of ERCOT.
