Alexander Passe advises clients on complex environmental litigation, permitting, enforcement, and regulatory matters at the local, state, and federal levels. His practice spans the full lifecycle of environmental compliance and disputes for facilities operating in highly regulated and infrastructure-intensive sectors.

Alexander's experience includes counseling on issues related to air and water quality, hazardous, solid, and radioactive waste, disaster response, worker safety, and environmental justice.

Alexander also advises companies on matters involving federal grant funding and other government financial assistance—supporting clients in drafting applications, administering awards, navigating agency requirements and grant conditions, and aligning environmental permitting, reporting, and compliance strategies with federal funding programs and related oversight frameworks.

Alexander regularly works as part of multidisciplinary teams advising clients on regulatory strategy, compliance planning, and agency engagement, bringing a perspective informed by both regulatory and agency experience. During law school, he interned with the U.S. Environmental Protection Agency, Region 4, Office of Regional Counsel and served as a student-attorney in Emory University's Turner Environmental Law Clinic, where he worked on matters involving nuclear waste management, environmental justice, and federal environmental compliance.

Before entering law practice, Alexander worked with public health organizations in Africa, Southeast Asia, the Pacific Islands, and the United States on climate resilience, extreme weather adaptation, and health system innovation—experience that deepens his approach to environmental risk, infrastructure planning, and community impacts.

Alexander maintains an active LGBTQ+ pro bono practice through Baker Botts' Pride in Action initiative.
