David is a seasoned lawyer with over a decade of experience in executive and public policy for state and federal government agencies, as well as a former partner in a New Orleans-based business and government litigation law firm.

Most recently, David served as Senior Advisor, Executive Counsel to the Chairman, and Acting Managing Director of the U.S. Chemical Safety Board, where he oversaw all aspects of the agency's response to our nation's chemical accidents and incidents.

Previously, he served as a Deputy Associate Director at the United States Office of Personnel Management (OPM), where he led nationwide policy for the federal senior executive service and performance management for all federal employees in what is considered the world's largest policy shop of any type.

After law school, David served as a Louisiana cabinet official and built a robust practice as a litigator at a private law firm in New Orleans, Louisiana. He is a veteran of the United States Marine Corps infantry, and his decorations include the Afghanistan Campaign Medal with two Bronze Service Stars.

Most recently, David served a Term Appointment at the United States Chemical and Hazard Investigations Board, commonly known as the Chemical Safety Board, or CSB.

Established under the Clean Air Act, the CSB is charged with investigating accidental releases at fixed facilities where damages exceed one million dollars or where employees or members of the public experience serious bodily harm. David served as the Senior Advisor and Executive Counsel to the Chairman and filled in as Acting Managing Director and General Counsel during his time with this federal first-responder investigatory agency. Investigations during his tenure spanned industry and ranged from small releases in rural America to major refinery disasters near urban fence line communities.

Prior to joining the CSB, David served as Deputy Associate Director of the United States office of Personnel Management, where he oversaw all Senior Executive Service and matters of Performance Management for all 2.2 million federal employees. David was appointed to this post during the Covid-19 pandemic and supervised and modernized nationwide federal telework and remote work policy during unprecedented times in a public health crisis.

At OPM, David led the teams that drafted and issued several landmark publications including the 2020 Presidential Transition Guide, the 2020 Plum Book and the SES Desk Guide.

Before his promotion to Deputy Associate Director, David worked as Senior Advisor for Accountability and Workforce Relations, where he worked on several proposed regulations and assisted in the drafting and editing of the annual Labor Relations Report to the President.

David previously served as a cabinet official in his home state of Louisiana, where he oversaw an agency with revenues of over $1 billion in the sectors of healthcare, higher education, and other federal funding. He was also appointed by the Governor as Chairman of the Louisiana Military Advisory Council, which crafted economic policies for the major military installations of the state, to include Barksdale Air Force Base, Fort Polk, and the Naval Air Station Joint Reserve Base New Orleans.

David has served as a business and government litigator in his home state of Louisiana for over a decade and has provided counsel on all matter of disputes in the intersection of business and government.
