Parker Hancock Baker Botts Houston
Parker Hancock
Senior Associate

Overview

Companies building and deploying new technology need lawyers who understand it as well as the law. Parker Hancock brings both. An electrical engineer and registered patent attorney who builds AI tools for his own practice, he defends technology companies in privacy and patent litigation, protects their innovations, and helps them adopt AI responsibly.

Parker defends technology and data companies in privacy class actions, including cases under the Video Privacy Protection Act, state right-of-publicity statutes, and state consumer-protection laws, along with related regulatory inquiries. He also litigates patent cases for accused infringers and patent owners in federal district court, at the U.S. International Trade Commission, and before the Patent Trial and Appeal Board.

That litigation experience shapes his patent work. Parker builds portfolios for frontier AI developers and fast-growing startups, focusing on the inventions that matter most to the business and drafting claims with the eventual challenge in mind. He also shows clients where they stand against competitors' patents, using AI-assisted analysis to deliver landscapes, freedom-to-operate opinions, and infringement assessments quickly.

Parker advises companies and legal departments on AI governance, from acceptable-use policies to vendor terms, and holds the IAPP's AIGP, CIPP/US, and CIPM credentials. He designed Baker Botts' AI Learning Lab, a training program for incoming lawyers that was shortlisted for the 2026 Financial Times Innovative Lawyers North America Awards, and serves on the firm's AI Task Force. He speaks regularly on AI governance, including at the ACC Symposium and the Privacy + Security Forum.
