Frank Chambers is an Associate in the firm's Litigation practice. He focuses his practice on complex commercial and energy-related litigation.

Before joining Baker Botts, Frank served as a judicial law clerk for the Honorable Jeffrey Vincent Brown of the United States District Court for the Southern District of Texas, as a judicial intern for the Honorable Lee Rosenthal, also of the Southern District of Texas, and as an intern in the United States Attorney's Office, Appellate Division. Through his experience in the federal judiciary and the USAO, Frank honed his legal writing and advocacy skills and developed a fulsome sense of how to litigate in both the trial and appellate courts.

Frank graduated cum laude from the University of Houston Law Center in 2024, where he was a Senior Articles Editor for the Houston Law Review, Executive Chair for the UHLC Moot Court team, and a teaching assistant in Civil Procedure and Legal Writing. As a moot-court competitor, Frank was awarded the Best Brief Award at the ABA National Appellate Advocacy Competition, and at the Chicago Bar Association Moot Court Competition, Frank was awarded Best Brief and named Champion. Frank received the 2024 Energy, Environment, and Natural Resources Center scholarship for his paper on leveraging small modular nuclear reactors to benefit environmental justice communities via the Inflation Reduction Act. Before law school, Frank enjoyed a long career in music education, during which he taught high school band and private music lessons and designed and arranged marching band shows.
