Joe Bower is an Associate in the firm's Washington, D.C. office, where he advises clients on federal and state energy regulatory matters.

Joe has experience dealing with issues arising under the Federal Power Act, the Interstate Commerce Act, and the Natural Gas Act before the Federal Energy Regulatory Commission, the Department of Energy, and Federal Courts. In particular, Joe has specific experience in a variety of market design and rate matters, including cost-based, market-based, indexed, and negotiated rates.

Joe has defended and pursued companies in federal and state jurisdictional administrative litigation, enforcement matters, regulatory compliance, rulemakings, and power contract negotiation.

Joe is an adjunct professor co-teaching an energy regulatory law course at The George Washington University Law School. Joe previously interned at numerous federal agencies: the Federal Energy Regulatory Commission, the Department of Energy, the Department of Defense (International Affairs), and the Department of Justice (National Security Division).

Prior to becoming an attorney, Joe worked as an experimental physicist in basic science and national security research for Lawrence Livermore National Laboratory. Joe also served as a Captain in the United States Army, as an Explosive Ordnance Disposal Operator and a nuclear non-proliferation expert.
