Baker Botts Welcomes Highly Regarded Energy Regulatory and Transactional Partner to Houston Office

HOUSTON, August 1, 2022 – Baker Botts L.L.P., a leading international energy, technology and life sciences law firm, announced today that Michelle Boudreaux has joined the Energy Projects and Transactions section of the Global Projects Department in the firm’s Houston office.

Boudreaux is a seasoned energy lawyer with nearly 20 years of experience providing regulatory and transactional advice to the owners and operators of petroleum liquids pipelines. She has represented clients at the Federal Energy Regulatory Commission and the California Public Utilities Commission in contested proceedings regarding rates and terms of service. She has also provided regulatory counseling on transactions involving the acquisition and financing of pipeline assets and businesses.

Prior to taking time off to care for family members, Michelle was recognized by Chambers USA in the Nationwide Energy: Oil & Gas (Regulatory & Litigation) category, with one client extoling, “She is extremely professional and responsive, as well as practical and creative in devising solutions that fit within regulatory requirements but also meet our business needs.” She also has been a frequent speaker and writer for the Energy Bar Association, the Association of Oil Pipelines (AOPL), and other industry groups.

“Growing our pipeline and energy transition practices remains a key strategic goal for the firm as we continue to grow our market share in the energy sector,” said Baker Botts Managing Partner, John Martin. “Michelle will hit the ground running by bolstering our liquids pipeline practice and giving the firm additional FERC expertise.”

“We are excited to welcome Michelle to the firm,” said Jason Bennett, firmwide Department Chair of Baker Botts’ Global Projects Practice and co-head of its firmwide Energy Sector. “She maintains an extensive network of contacts in the pipeline business and is well-positioned to support the growth of our hydrogen practice as well as our carbon capture and storage practice.”

“I am thrilled to join Baker Botts, a firm for which I have developed tremendous respect during my career,” Boudreaux said. “The firm’s global leadership in energy transition, in particular, was very appealing to me, and among other things, I look forward to advising pipelines in my typical pipeline practice area as well as in CO2 and hydrogen transport matters.”

Boudreaux earned her J.D. in 2002 from Tulane Law School, where she graduated magna cum laude and was a member of Order of the Coif. She earned a B.A. from Indiana University in 1991.
