Russell Wilkinson concentrates on the development, acquisition/divestment and financing of energy businesses and infrastructure and the commercialisation of energy resources. He has advised on onshore and floating LNG liquefaction and regasification projects and associated ports; LNG/gas sales and shipping arrangements (including the charter of LNG carriers); the acquisition of upstream production sharing and other rights; and associated financing and security documentation. He has extensive experience of other upstream and midstream petroleum projects and of power generation and transmission projects.

Mr. Wilkinson previously worked with Mobil/ExxonMobil in London and in Doha, Qatar, while assigned to the Ras Laffan liquefied natural gas project. Mr. Wilkinson can speak fluent French.

  • A joint venture between a state oil company and an oil “super major” on development of oil and gas deposits straddling international boundaries, including with respect to a joint development area established by treaty over waters and is the subject of disputed sovereignty between two southeast Asian states
  • An oil major on development of substantial oil reserves in waters subject to disputed sovereignty between two west African states
  • The borrower on the U.S. $1.4 billion project financing of a producing block offshore in west Africa
  • PSC contractors bidding for, negotiating and financing PSCs blocks in east Africa
  • PSC contractors on unitisation of fields straddling the border between two southeast Asian countries
  • On the divestment (by share sale) of producing interests in Bohai Bay, PRC
  • Acquisition/divestiture (by bid, or asset or share sale) of multiple PSCs in Asia and Africa
  • Oil services company on drilling rig and services provision for blocks offshore the Philippines

LNG project experience includes:

  • Provision and financing of floating LNG terminal facilities at Lampung (operational) and Medan (signed) offshore Indonesia
  • A project sponsor on its provision of LNG receiving terminal facilities in North Sumatra (ongoing)
  • An integrated power (1.6 GW) and LNG terminal project in Java (ongoing)
  • Development of multi-user floating LNG receiving terminal and pipeline facilities in Pakistan; downstream gas transport arrangements; and associated joint venture and share purchase/subscription arrangements
  • Origin Energy on its venture with ConocoPhillips to develop a A$9.6 billion coal seam gas LNG liquefaction project in Queensland
  • LNG sales and transport arrangements from/to: Australia, India, Italy, Japan, Korea, Mozambique, Qatar, Singapore, Tokyo, and the U.S. for various LNG buyers and sellers
  • A French energy company on its development of a floating LNG export project, including an LNG FPSO, offshore Western Australia
  • The Guangdong Dapeng LNG Company Ltd (with shareholders including CNOOC and BP) as project counsel in its development and financing of the Guangdong LNG import terminal project
  • Vico (as operator) and the Sanga Sanga PSC contractors in connection with LNG sales from the Bontang LNG project
  • A confidential client on a project to make and export LNG from coal-bed-methane reserves it operates
  • Talisman Energy on its acquisition of interests in the Wiriagar PSC and Tangguh LNG Project from CNOOC
  • PT Nusantara Regas (a Pertamina-PGN joint venture) on its development of an LNG receiving and regasification facility in Jakarta Bay, including a floating storage regasification unit and mooring, a subsea/onshore pipeline and onshore receiving facilities, and charter of LNG carriers
  • Petronas on its bid to acquire an interest in the Kwangyang LNG-to-power project and associated LNG receiving facilities
  • Mobil in connection with the development and financing of and LNG sales from the Ras Laffan LNG export project
  • CPC on early development of the Northern LNG Receiving Terminal

Petrochemical and other midstream/downstream development and financing:

  • Oil major on a multibillion-dollar, cross-border gas sale and pipeline transportation project in southeast Asia
  • Oil major on establishing a shared pipeline transportation system for oil from several PSC areas in Indonesia
  • Sponsors on the QAFAC petrochemical project in Qatar and the Yanbu petrochemical project in Saudi Arabia

Power generation and transmission development and financing:

  • Project company on the Sengkang gas-to-power project in Indonesia
  • EPC contractors/IPP developers on the Ras Laffan (Qatar) and Barka (Oman) IWPPs
  • Sponsor on a 1,095-kilometer transmission line in Brazil
