Jimmy Skipton is an Energy Regulatory associate in the firm's Global Projects Department. Mr. Skipton has advised clients on multiple energy regulatory matters, including Public Utility Commission of Texas (PUCT) rulemaking, electric transmission line approvals, utility rate cases, Electric Reliability Council of Texas (ERCOT) governance changes, and LNG licensing requirements.
Before joining the firm, Mr. Skipton worked in the Texas Legislature for four years, most recently as Speaker Dade Phelan's policy advisor for Ways & Means. In that role, Mr. Skipton served as the chief advisor to the House on all tax issues. Mr. Skipton drafted numerous bills, amendments, conference committee reports, and points of order. He negotiated legislation on behalf of Speaker Phelan and Chairman Morgan Meyer with legislators and the offices of the Governor, Lt. Governor, and Comptroller of Public Accounts.
Additionally, at the Legislature, Mr. Skipton was previously the policy director for the House Ways & Means Committee and legislative director for Representative (now Senator) Drew Springer. Mr. Skipton has also worked at an international consulting firm for clients in the energy and resources industry.
