Baker Botts Discusses the Impact of Climate Policy and the Carbon Dividend Plan on the LNG Industry

HOUSTON, October 18, 2019 – Baker Botts L.L.P., a leading international energy and technology law firm, recently convened a group of industry leaders, including in-house counsel, environmental/risk managers, and other LNG experts, to discuss current issues facing the LNG industry.

Participants at Baker Botts’ LNG Forum focused on developments in climate policy proposals and how the opportunities and challenges created by those proposals impact the LNG industry.

Former U.S. Secretary of State James A. Baker, III gave an opening address describing the Carbon Dividend Plan, including the Plan’s stimulus for market-based reduction on carbon and the distribution of all revenues generated by a proposed fee on carbon to all Americans.

The plan is not only the most efficient way to reduce carbon emissions, Secretary Baker said, it represents a bipartisan solution to climate change, noting support from environmental groups such as The Nature Conservancy and Conservation International as well as some of the world’s leading oil and gas companies.

“These divergent groups want a consistent long-range approach to climate change rather than ping-pong back and forth when the occupants of the White House inevitably change,” Secretary Baker said.

Other speakers contributed ideas about various proposed climate policies:

  1. Christopher J. Goncalves, Chair & Managing Director, BRG Energy, presented on Climate Policy Effects on the LNG Industry.
  2. Renee Pirrong, Director, Research, Tellurian Inc. discussed from an industry perspective the importance of addressing climate change.
  3. Greg Bertelsen, Executive Vice President, Climate Leadership Council discussed the Carbon Dividend Plan and its impact on U.S. family incomes.
  4. Pam Giblin, Senior Policy Advisor, Climate Leadership Council as Moderator.

Forty members in the industry and a number of academics joined in a vigorous discussion with Secretary Baker and with the panelists on various aspects of climate policy.

Many guests expressed appreciation for the opportunity to openly discuss such carbon reduction plans with experts knowledgeable about the industry in a by-the-industry, for-the-industry event, and several audience members expressed the desire to continue the conversation going forward.
