Baker Botts Partner Selected for Board of Governors for the Fifth Circuit Bar Association


Macey Reasoner Stokes, a partner in the Houston office of Baker Botts L.L.P., has been elected to serve as a Governor-at-Large on the Board of Governors for the Fifth Circuit Bar Association. Ms. Stokes will serve a three-year term effective immediately. Ms. Stokes is one of two governors-at-large selected from each state within the geographic area of the U.S. Court of Appeals for the Fifth Circuit, which covers Texas, Louisiana, and Mississippi.

The Board of Governors was created to formulate policy for and administer the affairs of the Fifth Circuit Bar Association and supervise and direct the officers, committees, employees, and agents of the Association. Within its geographic area, the Association seeks to improve and facilitate the administration of justice in federal courts, raise the standards of proficiency and integrity in federal practice, and work with the trial and appellate courts to develop and implement effective, efficient, and uniform rules of practice and procedure.

Ms. Stokes has handled a wide variety of appeals and mandamuses in state and federal courts, including the United States Supreme Court, the United States Courts of Appeals for the Fifth, Tenth, and Eleventh Circuits, the Supreme Court of Texas, and several of the intermediate Texas courts of appeals. In addition to numerous appeals from final judgment, Ms. Stokes has handled a broad range of interlocutory appeals, including appeals from class certification orders, temporary injunctions, orders concerning arbitration, and Section 15.003 venue rulings. She has also filed many amicus curiae briefs in the Texas Supreme Court and the Texas courts of appeals.

Ms. Stokes has been Board Certified in Civil Appellate Law by the Texas Board of Legal Specialization since 1998.   She served as a briefing attorney to Chief Justice Thomas R. Phillips of the Supreme Court of Texas from 1993 to 1994.

Ms. Stokes received her J.D., with high honors, from the University of Texas School of Law in 1993 and her B.A., summa cum laude, from Yale University in 1989.
