Bill Bumpers is an environmental partner in the Washington, D.C. office and heads the firm’s global Climate Change Practice. Mr. Bumpers focuses on the Clean Air Act, climate change and energy policy issues. He has an active environmental regulatory, litigation and transactional practice, representing electric generating companies, petroleum refineries, cement manufacturers and investment companies. He has written and spoken extensively on new source review and prevention of significant deterioration issues under the Clean Air Act.
Mr. Bumpers is a leading authority on climate change issues. He has been involved with climate change issues for over thirty years. He represents a wider range of electric generating companies in connection with the U.S. EPA rule making under Sections 111(b) and (d) of the Clean Air Act. He has represented numerous companies involved with emission reduction projects in the United States pursuant to American Carbon Registry protocols, assisted with companies reporting under the Carbon Disclosure Project and has been involved in GHG-related transactions under the Clean Development Mechanism (CDM) in Malaysia, Indonesia, China, Liberia and Equatorial Guinea. He also represents companies involved in the capture and storage of GHG emissions and has helped pioneer the legal and regulatory framework for the carbon storage rights and validation protocols in the United States.
