Concentration Project Finance, Islamic Finance, Project Development, Electric Power Projects, Transportation Projects and Public-Private Partnerships Summary Shibeer Ahmed joined Baker Botts in May 2009. He specialises in Banking, Islamic Finance and Project Finance. Prior to joining Baker Botts, Mr. Ahmed was the Managing Partner of an international law firm’s office in Dubai. Mr. Ahmed has worked with a number of major international commercial banks, leading export credit agencies and multilateral and development finance institutions. These include, European Investment Bank, African Development Bank, Proparco/AFD, Islamic Development Bank, MIGA, EBRD, JBIC, USEXIM, NEXI, Hermes, KfW, SACE, MedioCredito, Simest, ONDD, OeKB, ERG, Coface and Sinsosure. Mr. Ahmed also has extensive experience in advising banks, project companies and sponsors of transport PPP and infrastructure projects. Representative Engagements
- Advised African Development Bank, the Central African States Development Bank (BDEAC), the West African Development Bank (BOAD) Islamic Development Bank, Libyan Foreign Bank and others on the financing for the RascomStar pan-African Satellite Project
- Advised WestLB, Standard Chartered Bank, Dubai Islamic Bank, Islamic Development Bank and others on the US$400 million Islamic project financing for the Doraleh Container Project in Djibouti (the first Islamic project financing to involve political risk cover from MIGA). He also advised the African Development Bank and Proparco/AFD on a partial conventional refinancing of the project
- Advised Standard Chartered Bank, Dubai Islamic Bank, Samba Financial Group, Citi, National Bank of Pakistan and Habib Bank on the Islamic tranche of the US$1 billion multi-sourced financing for Engro Fertiliser Project, Pakistan
- Advised the Commercial Bank of Qatar as the lead arranger on the US$455 million Islamic project financing for the Gulf Cement Project in Qatar
- Advised conventional and Islamic banks on a Samba Financial Group, Noor Islamic Bank, Emirates NBD and Mashreq Bank on the AED4.4 billion (US$1.2 billion) structured conventional and Islamic receivables financing for a Dubai master developer (the first financing of its type in the GCC)
- Advised ETA, YTL (Wessex Water) and Hitachi on their short listed consortium bids for Nakheel, the Dubai Waterfront waste water and infrastructure concession projects
- Advised the Dubai Investment Group on the disposal of its US$450 million plus interest in a major regional manufacturing facility
- Advising the arranging banks on the US$1.2 billion Birecik Dam and Hydroelectric Power Project, Turkey
- Advising the arranging banks on the US$600 million Marmara Ereglisi 480MW CCGT Power Project, Turkey
- Advising the arranging banks on 15 commercial and Turkish guaranteed financings for various infrastructure projects
- Advising the arranging banks on the US$540 million Al Hidd Power and Desalination Project, Bahrain
- Advising the arranging banks on the Islamic financing aspects of the US$500 million Thuraya Satellite project, UAE
- Advised the arranging banks on the €600 million Beira Interior (DBFO/SCUT) Project, Portugal
- Advised the Leonardo consortium on the financing for the €1.75 billion Aeroporti di Roma Project, Italy
- Advising one of the bidders on the financing aspects of its bid for the M6 PPP Motorway Project, Hungary
- Advised the mandated lead arrangers bid for the €1.15 billion Maliakos-Kleidi Motorway Project, Greece
- Advised Auto Estradas do Atlantico on the monoline wrapped bond and EIB re-financing of the €530 million West Toll Highway Project, Portugal
- Advised the arranging banks on the (commercial bank and EIB) financing of the €600 million Beira Interior (SCUT) Project, Portugal
- Advised Brisal on the (commercial bank and EIB) financing of the €795 Litoral Centro toll road project, Portugal
- Advised on the monoline (XL Capital) wrapped EIB and bond refinancing of the €300 million Algarve SCUT toll road project, Portugal
- Advised the sponsors on the €320 million Water Project for the City of Zagreb, Croatia, involving financing from KfW and EBRD
- Advising Tube Lines on the financing aspects £2 billion JNP Infraco London Underground PPP Project
- Advising the mezzanine lenders to the POA Consortium, led by Bilfinger Berger, on the €1 billion Ostregion Packet 1PPP Roads project, Austria
- Advised the sponsors and project company of the €1billion Trakia Motorway Project, Bulgaria
- Advised the sponsors and project company on the €230 million financing for the A8 Munich to Augsburg Autobahn Project, Germany
- Advised the Hellenic Autopistas Consortium on the €1.58 billion project financing of the E-65 Central Greece Motorway
- Advised the sponsors and the project company on the €2.25 billion project financing of the Elefsina-Patras-Korinthos Toll Road, Greece
- Advised the project company, Nea Odos S.A. and the Hellenic Utopistas Consortium on the €1.15 billion project financing of the Ionia Odos Motorway project, Greece
